The Business Journal of Milwaukee: Home price declines slowing in Milwaukee area

According to First American CoreLogic, housing prices in Metro Milwaukee has decreased 9.1 percent in April 2009 compared with the same month a year ago.

Although this sounds discouraging, Metro Milwaukee is more than one percent better than the national housing price drop of 10.2 percent for the same period.


The good news is that the decrease in housing prices has slowed which seems to indicate that we have hit bottom. From here, many professionals in the real estate industry are hopeful that the market will begin to show signs of improvement. However, it is important to note that it took us a few years to get through the housing correction and it may take a few years to get back on track.


How do we compare to the rest of the United States?


According to First American CoreLogic, “Among the 50 states, Wisconsin ranked 20th with a housing price drop of 7.2 percent for April 2009 compared with last year at the same time.”


Illinois and Minnesota were the only Midwest states with a higher housing price decline higher than Wisconsin.



My Thoughts


The findings of First American CoreLogic support the fact that the Midwest continues to remain very conservative as far as our housing prices are concerned. Unlike the coastal regions, we won’t experience the huge swings in housing values. The bad news is that you won’t make millions in the real estate market here in the Midwest. The good news is that you won’t lose millions either.


Real estate remains a very safe, long-term investment. If you take great care in maintaining your biggest investment, then the expectation is that your home will appreciate over time.

BizTimes.com: Real Estate: Third Ward holds up well during recession

Don’t tell the people who live and work in the Historic Third Ward that the real estate market is down. The Third Ward continues to show signs of real estate development despite a sluggish housing market.

The Third Ward has introduced a brand-new condominium association, Cityside Plaza. Currently, Robert Joseph and the Mandel Group, Inc. each have a new apartment building under construction. The Milwaukee Institute of Art and Design is currently reviewing four proposals to construct a new 250-student residence hall.


I am proud to announce that I have recently joined the sales team of Cityside Plaza. Cityside Plaza features 56 residential condominium units and one commercial unit. This newly-renovated warehouse building is located on Chicago Street, across from Rubin’s Furniture. Magnet Group of Chicago has successfully sold about a third of his units. In this month’s newsletter, I have included additional information about Cityside Plaza.


Jackson Square, developed by Robert Joseph, features 81 apartment units and about 9,000 square feet of retail space. Jackson Square is located on the northwest corner of East Menomonee and Jackson Streets.


Mandel Group, Inc. of Milwaukee is currently constructing Corcoran Lofts, a 76-unit apartment building located adjacent to its Gaslight Lofts. Corcoran Lofts will also feature retail space.


In addition, the following have made its home in the Third Ward: Cramer-Krasselt and Boelter + Lincoln, Retique, Lorena Sarbu, Embelezar, Good Harvest Market, Quality Candy/Buddy Squirrel, Javino, Taco de Bago, and The Melting Pot.



My Thoughts


I’m very impressed with the amount of real estate activity in the Third Ward. Despite a down real estate market, it is refreshing to hear about the new developments in downtown Milwaukee.


I am very excited about being part of the Cityside Plaza team. After touring the development numerous times, I am very impressed with the quality of the construction, quality of finishes, and location. In addition, it was recently announced that Magnet Group is including at least one parking space with the purchase price of the remaining condominium units. BizTimes.com: Appraisal problems are holding back housing recovery

The National Association of Realtors (NAR) reported that existing home sales rose 2.4% to a seasonally-adjusted annual rate of 4.77 million. Although it is positive to report such an increase in sales activity, the increase in sales is less than expected. One of the main reasons why sales didn’t meet expectations is due to poor appraisals which are delaying transactions.

Fannie Mae and Freddie Mac require lenders to hire independent, qualified appraisers to appraise properties for their loans. It used to be regular business practice for lenders to hire appraisers based on prior work history and based on familiarity of the real estate market. Now, Fannie Mae and Freddie Mac will no longer purchase loans unless the appraisers are not ordered by the lender. Lawrence Yun, NAR chief economist, said, “Lenders are using appraisers who may not be familiar with a neighborhood, or who compare traditional homes with distressed and discounted sales.” Yun is concerned that the housing market is at risk if appraisals continue to cause delays with real estate transactions or to cause deals from closing. These issues could increase the number of foreclosures which would only hurt housing values.



My Thoughts


Yun’s concerns regarding the new appraisal procedures are valid. Personally, I have not experienced the issues he describes. However, I have read a number of cases in publications and have heard a number of stories from colleagues which seem to indicate that the new appraisal policies are having an adverse affect on real estate transactions.


I am still optimistic that the housing market will continue to show signs of improvement during the next 2-3 months. Interest rates continue to remain at historically-low levels. Housing prices continue to remain affordable. First-time homebuyers are also encouraged to enter the housing market with incentives like the $8,000 tax credit.


If you are a first-time homebuyer, then I encourage you to consider entering the real estate market soon. In order to take advantage of the refundable tax credit, your real estate transaction must close no later than December 1. On average, most transactions close within 30-40 days of acceptance. Therefore, I recommend that you need to have an acceptable offer in writing no later than mid-October.


Let me repeat this. First-time homebuyers will need to have an offer accepted no later than mid-October to ensure that their deal closes by December 1. If you’re offer closes on December 2nd or later, you will miss out on the tax credit.
